A: No, this is not a replacement as far as legality, simply a reprint. All cards in other SE bugged sets that are not reprinted in this release are still legal.

A: The starters are generally the same as Samurai Edition, though the random assortment includes commons and uncommons from expansions. The rares in the starters are 2 Samurai Edition rares, and 2 rares from the bonus rares. There is also a new rulebook.
