Since the time of the Clan War and the fall of the Hantei Dynasty mankind has exerted its will upon both the mortal world and the Celestial Heavens. Under the rule of man the Shadowlands have come to live in Rokugan, the whole of creation was nearly consumed by the Lying Darkness, and war has plagued the Empire unchecked.
As the Race for the Throne draws near its end, the Heavens look down and prepare to render judgment on the words and deeds of man.

| Soshi Tishi – Straightforward, and that’s a good thing. |
| Gunso Hiroshi – Sneaky tactician tech for the Lion. Discard in battle for a 4F bonus then pay three gold to gain another 2F via the attachment. Up to 6F unopposed for only 3g means crushed provinces. |
| Shameful Injury – An injury due to accident carries none of the glory of suffering to a noble foe. |
| The Third Yasuki War – Spider’s Lair for all! On a budget though. |
| Yoritomo Eriko – Eriko’s ability is a great way to control the enemy army when you move your own people in or the enemy sends one of your units home. |
| Taoist Archer – 5 Force, a ranged 5 attack without bowing, and card draw. There is really nothing more to say. |
| Touch of the Infinite – The Ishiken don’t play around. |
| Isawa Kyoko – A defensive action and an honor gain… it’s almost like she was made for a certain deck type… |
| Behind Enemy Lines – For when you absolutely, positively want to fight at the Three-Stone River, accept no substitutes. |
| Rejoining the Fight – Don’t let your opponent’s send home keep you out of the fight. |
| Hurried Gempukku – War puts demands on even the most novice of samurai, and for the Unicorn that is quite evident. The “Gempukku” deck gets another tool in this event, though determining how many you can afford to bow will be the trick. |
| Akodo Sadahige – Sadahige might have gotten his bragging under control, but he could stand to brag about his new ability: Easy bowing, with the potential of destruction if you’re running Bushido Virtues. |
| The Tale of Tsukuro – Spider and Maw’s Grave players should be well pleased with this tribute to the legendary undead general. However, any deck with a powerful unit can benefit from unrestricted movement, if it can absorb the 8 honor loss that is. A cautionary tale of the cost of power indeed. |
| Shinjo Shono – Still the anti-dueler, Shinjo Shono returns to L5R with a simple yet very powerful movement ability. While it appears most optimal in mirror matches, there are plenty of advantageous applications of this ability against any Clan. |
| The Western Steppes – What does cavalry do best? They outflank people. It’s almost as if cavalry was made for performing flanking actions… I can’t hint at this any more. This is the in your face Unicorn stronghold. Where most Unicorn decks avoid confrontation until the bitter end, The Western Steppes provides strength to go straight for your enemies, causing them to rethink the spread of their defense. |
| Celestial Unrest – As Maru and Omen begin their journey to Toshi Ranbo, storms fill the skies of the Emerald Empire. They offer a fateful warning to those humans who think themselves powerful. This card not only tells that story in its ability, but it also represents the entire story theme of the set. Times are changing… |
| The Great Carpenter Wall – The 9 province strength is the first thing to catch the eye, but the action that can be used both offensively to clear a path, and defensively to save overwhelmed defenders gives the Crab new options in battle. |
| Hida Nichie – A monk berserker… wow you players come up with crazy stuff. At least the monastic life has inspired a little modesty in our dear Nichie… not much, but some. Anyway, combined with new actions that destroy your berserkers as well as already existing actions that pass on the force of dying personalities, Nichie can become a daunting force on the battlefield. |
| Daigotsu Gyoken – A great stat-line for the price, and the ability has it right, this new version of Gyoken is indeed relentless. Combo his movement with Kayomasa to bring big units to bear on unsuspecting armies. |
| Black Silk Castle – Black Silk Castle uses the ghosts of the dead against their own Clansmen. While it is only once per turn, it is outright destruction, which of course goes on to fuel the stronghold another turn. A single action such as Hired Killer can start a long chain of death for the Spider’s enemies. |
| Michio – Effectively a 6/4 for 8G, Michio returns with a powerful ability to help or hinder. |
